How to access eBay standard envelope for sending postcards

The item has to be listed in specific categories such as postcards, single trading cards etc. and be below $20.  I don't have a link to the categories that it covers but someone else should have it.

And when you list it, you have to indicate standard envelope.  You can't change it later.

But you can choose to ship it by eBay Standard Envelope at time of shipping if it meets the requirements.
