How do I get a refund from a seller has not shipped my item over 90 days

Hope someone can help. I have lodged two cases with ebay. 1st one the seller wanted down payment $66.00 I was not aware this was not allowed by ebay, seller has not provided the item been over 90 days, as the item has not been sold I can not raise a case to get my money back. Ebay unable to help by the looks of things, not interested to help.

2nd item bought around the same time different seller, paid full for the item $290.00, they marked it as sent untracked, then the item did not arrive I asked them what is going on , they said marked sent in error, item not in stock, I asked for a refund, when I raised the case with Ebay. Ebay said , they can not help as it's over 90 days and to deal direct with the seller. Seller said the will refund me but  need my email which I can not share as Ebay keeps blocking this info. HOW DO I GET MY REFUND!. it's very distressing as my son purchased this with his birthday money.

eBay offers 30day Money Back Guarantee, you can file an item not received case up to 30 days past the estimated date of delivery. Since it has been more than 30 days eBay can't help you because too much time has past.

You do however still have your credit card to file a chargeback with, most credit cards allow up to 180 days to file. If you Paid through Paypal you have the same option.

You've waited to long for any help from Ebay.

If you paid through Pay Pal, open a case with them or contact your payment source and see if they can help.

You are only allowed to exchange email address for two weeks after a paid transaction.  After two weeks eBay will block you from exchanging eMails.  If the Seller agreed to a refund then when they get the Charge Back request they should have no issue approving the refund.
