This is what happens when buyers don't read the Money Back Guarantee.
Per the MBG, you had 30 days past the last estimated delivery date to open an item not received case.
If the last estimated delivery date was the 2nd of February, that deadline has obviously passed.
If you paid with Paypal, you have 180 days to open an INR case there.
How about taking the time right now to read the MBG so you will know what to do if/when a transaction goes wrong?

Have you read how eBay's money back guarantee works? There are rules to follow.
You only have 30 days past the estimated time of arrival to get your money back. That time has now passed for you. The seller strung you along until your time ran out and now you are unable to use eBay to retrieve your money.
If you used PayPal, you can file an item not received case with PayPal...they have a longer window for you to file. I suggest that you file your claim ASAP. Follow PayPal's rules and you should get your money back.
