I sold a graphics card that a buyer claimed wasn't working(That is another issue as the buyer has FB indicating issues, but we know ebay will rule for buyer anyway). I accepted the return and once I went to the next page where I can normally buy a label, there was no method to buy a label. There was some stuff about inserting a label in GIF, or other forms. Perplexed I called ebay.
After speaking to a rep for sometime he was a little confused as well. He finally came back and said the buyer was located in canada and that made there system not be able to provide a label. I sold this item to a US address in NY. I purchased the label I used to send the buyer the item through ebay. It was a regional A box. I have sold countless items to buyers that are located outside the US and use reshipper services. They are generally all in a another country but are registered as used in the US. This buyers ID is registered in Canada. So I have no way to puchase a label through ebay. I have had many return request and am not new to them, but this is first time this has happened.
I could go to USPS and purchase a label and send it through the ebay system to the buyer, but I have no ideal of the weight the box will be. Who knows how much packing mateials the buyer uses and what not. The rep suggested I send the buyer a message and ask for the weight, but readily addmitted that if the buyer doesnt respond and I dont send him a label, ebay will let him keep the item and money.
So I guess my main question is why can't I buy a label for a US address I shipped to when I only sell to US buyers and the transaction is in the US. I now have to rely on the buyer to give me the weight to purchase the label or just take a guess and send a label through the return and hope it for the correct weight if the buyer never responds to he does not get my $200 graphics card for free. Thanks for all responses.
P.S. The rep also suggest that I can send them money for return shipping through paypal. I questioned him on this and said what if I send him money for return shipping and he just says he doesn't have it, ebay has no way to tell if that is true or not as ebay isnt privy to transaction in paypal for non ebay items.

Sure sounds like when seller accept Global shipping services, existing platform isn't as streamline for accepting returns.
Doesn't ebay ask seller to specify whether accepts returns and if so, whether seller or buyer pays return shipping?

@semiexperrt37 You were given bad information from customer service. You are NOT required to accept the return or even pay for return shipping period if the item was forwarded to canada. Of course if the buyer lives near the border they may have picked up the item so the forwarding clause won’t applh here. So assuming that the buyer is near the border and picked up the item, it was a domestic transaction and you are only required to pay for domestic return shipping. You CAN issue a USPS label, sounds like an error with ebays system. Just buy the label from PayPal and upload it.

This isn’t a global shipping transaction and the sellers return policy doesn’t apply unless it’s a remorse return. If the seller is paying for return shipping then it’s an SNAD and the sellers return policy goes out the window and they have to follow the money back guarantee which requires the seller to pay for return shipping

Thanks for the reply. It has a reshipper number in the address, as well as a po box. I suspect they live very close to the border. I choose not to fight it on reshipping grounds, though I have won quite a few request that way.
So are you saying I can purchase a label through paypal associated with the transaction and download that label, or is there a function to purchase labels for xyz.. and I could download that label. It would be nice to buy a recipricol label like I bought through ebay. I do appreciate your advice. Thanks

Oh ok, thats kinda what I figured but wasn't sure if you knew about the forwarding clause. You would have to go to paypal.com/shipnow & create a label from scratch, paypal as far as I can tell, doesn't have an option to print a return label through the original payment transaction. You can save the label as PDF or JPG & then upload the label to the return request.

Ok, I was following this thread and have a serious issue with the fact that eBay isn't smart enough to make this an automated service. I have a return requested for a description error, totally my fault. I am responsible for return shipping as I should be. Since eBay pre-determines who is responsible for paying return shipping based on the reason for return stated by the buyer, why isn't a return shipping label automatically emailed to that buyer, if in fact, the seller is responsible to begin with? I was on the phone with a guy in eBay shipping department for 45 MINUTES today! He couldn't figure it out and neither could the supervisors, at least that's what I was told. I went into Paypal to try to print a shipping label to email my buyer, couldn't do it. Can't change the originating ship from address. Same thing with usps.com, the sender's address is always mine. So this whole upload the label **bleep** isn't possible, at least from what I've tried and even eBay doesn't know how. I figured I'd try the "Confirm you can't send a shipping label" option and see if maybe that would trigger one to be generated and sent to her, nope! It ended up telling me that I needed to work it out with the buyer. I am super aggravated with the friggin hoops I've had to jump through and in the end, I had to ask the buyer to send it back and refund her after it gets here.
Does anyone know of a sure fire way to send a return shipping label to a buyer?

Did you click Accept the return?
Automatically, the next step is to buy / upload / etc. a return label.

Yes I did accept the return and the next step is to upload an image of a label, provide the carrier and tracking, or confirm you already sent a label or confirm you could not send a label. The problem is there are no instructions as to how to get a label to upload. I tried paypal, usps, even ebay couldn't figure it out. There has to be a way but it certainly isn't obvious.

@yourconsigner Is this an international transction? If so, eBay can’t issue a label. If it was a domestic sale they would have had you choose between eBay sending a label or you sending one yourself.

Well, no it’s not an international transaction but it is a military base.
