USPS Retail is accurate at $9, so buyer was charged correctly.
It says I saved 6%.
My % saved usually covers a portion of fees. When I changed shipping to 2lbs, the savings was about 21%, maybe 24% (old brain).

The savings varies for every combination of weight/dimensions/zone/service. They back into the percentage by comparing the online rate vs the retail rate. Yes, it can vary significantly, as this selection from eBay's shipping calculator illustrates:

Your dimensions are cut off in that screenshot @anasazirose . Please re-check them. Based on a 6x5x5 package you should be seeing $8.00 on eBay for a .1 cu zone 8 shipment. At least that's what I'm getting when I check on my end. I see the $8.44 non-cubic rate from your screenshot when my package dimensions increase.
Is your package exactly 1 lb? There is a lower rate if your package does not exceed 15.999 oz, so if you can decrease the weight very slightly, maybe trim down box flaps, you can ship at the up-to 15.99 oz rate for $6.66 (enter 15 oz on the label page).
