Does the seller pay any fees other than the cost of shipping to the Global shipping center

Correct you only pay the postage to the center, and even this you can include in the listing for the buyer to pay. The GSP then invoices the buyer the shipping amount you put in the listing plus all additional shipping costs.

I have been paying Final Value Fee of 14.20% on the Value Added Tax VAT.
