Before you buy from any seller outside of Israel who ships to your country, click on the Payment and Shipping tab to see what service the seller uses to ship.
If you see the Global Shipping Program (GSP) is to be used, hit the back button. Not only do they charge a high shipping cost, but they may charge unnecessary customs fees. They also reserve the right to repackage items if they feel the seller used too large of a package. They do not ask permission of the seller and their packing may not be as careful as the seller's.
As for fees, if you were to use a freight forwarder in the U.S., for example, to be able to buy from sellers who will not ship outside the U.S. If they process customs fees for you, most charge a fee for doing that, as well as package processing fee. Since Pitney Bowes is the adminstrator of the GSP. They are the ones who decide how much they charge for the service. eBay has no say in that matter.

I am also a bit concerned about the custom duties charged upfront, in South Africa sometimes we have our parcels subjected to another lengthy process of scrutiny and at times the customs authorities are not convinced that the purchase is legit and you may lose your item, and be forced to request a refund. Especially if your Parcel is delivered by Aramex.
