Hello.
I shipped an item via Global Shipping Program in two packages (found the second part a week after the first part was mailed).
What is my responsibility as a seller as far as delivery date, given that Global Shipping is involved? The "Delivery: Estimated" on the listing only applies to U.S. addresses. Adding the delays caused by Global Shipping, how many days or weeks can pass from the purchase date before the buyer can claim it did not arrive? Is there an eBay policy regarding this?

It doesn't matter, once the shipment reaches the GSP in KY that is the end of your responsibility for INR claims (that is pretty much the only reason to use GSP).
I'm more concerned about you shipping one order in two parts. Did you clear this with GSP in advance? I expect that normally if a second package shows up connected by reference number to a previously received package it will get tossed in a corner and forgotten about and then eventually maybe returned to you.

I sent a message to eBay asking for the shipping expense for the second package to be charged to me. I received a note today saying the second package had been sent on from Kentucky, but there was no word on how the charges will resolve.

OK that sounds good, the charge will probably get billed "eventually" (or maybe not!).

I would assume since ebay uses a 3rd Party for shipping, they would hand out an invoice once customs forms and import taxes were sorted off, and then they will invoice that to you (I would guess when it departs)

That's not exactly true about the INR not being your problem , unless Ebay's own global shipping is different now the buyer can file an INR and insist you refund. If you don't then they will and you reopen the case after delivery, happened to me with reshippers all the time. Happened when I shipped global as well, I got tired of waiting forever on money so I quit doing it.

Thanks for the insights, but I'm still wondering how long a package can take to get to an international customer before it is considered "late."

If an item was sent through the gsp the seller does not have to refund an inr as long as there is proof of delivery to the Kentucky depot. The gsp refunds, not the seller…it’s always been like that.
