Global Shipping Program countries

Does anyone know why the GSP list of eligible countries does not match the countries listed in the shipping detail of my auction?  I have my settings set to use GSP and an interested buyer is in South Africa which is on the list as well on the updated short list of English speaking countries.

I've had it happen to me more than once.  Item was allowed in some countries but not others. 

I was selling a china coffee set.  The pattern name Pampas Grass.  It was blocked from England... where it was produced.   The pattern name was the culprit.

I've had it happen with dinner knives too - as part of a stainless set.  Blocked in Germany... and guess where it was mfg'd? (ummm Germany)  They weren't even steak knives.
