Is there any method of contacting eBay about two bad experiences with Couriers working with the Global Shipping Program?
I've had two shipments come through the GSP, and both times they've been routed to Intelcom, and both times they've left the package on the stairs to the apartment building, and they've been stolen. Not even an attempt to hide them, just boxes left out on the open. Intelcom of course is no help, as all their couriers are contractors.

If you've this many stolen packages in your Apartment Complex, you may want to ask Management to secure the incoming mail. For example, installation of larger luckers or Post Boxes comes to mind
Or you can change your address to a Mail Box of your choice for a secure delivery

Your problem is with the courier, not Ebay.
The buyer is responsible for having a safe to leave packages.

As the others said, this isn't an eBay issue. Have you:

I've seen quite a few posts from Canadians who have had problems with Intelcom deliveries through the gsp. I have no idea what percentage of buyers have had similar problems but imo it is important to let ebay know about it. Perhaps if there are enough problems the gsp needs to consider using a different carrier for gsp deliveries. Please post about it on the .ca discussion boards so that the Canadian rep can see it.
If either of these happened recently and you never received the item or your money back, try contacting customer service for ebay on eBay Facebook or Twitter. I'm not sure that it will help but it can't hurt to try.

I ran out of time to edit my post.
I would still complain to Intelcom though. It is ridiculous that they would leave a package outside an apartment building. They should have rung your buzzer and if you weren't home, left a note asking you to phone to arrange pickup.
As far as getting renting a postal box, it would be expensive to get one and unless you get a lot of courier shipments, it might not be worth it. Since only the postal service can get into the locked mail boxes in an apartment building it might be best not to use the gsp as long as they are using couriers and not the postal system.

More good advice above, and as for the quoted portion - the other most feasible alternative to not making GSP purchases would be to have GSP packages shipped elsewhere (work, friend, family).

Sounds like you live on the wrong side of the train tracks....
