Have a question regarding EBAY's new mandate that sellers must offer free return shipping to earn a top rated discount. I do not sell alot but do sell enough to earn a top rated discount. I am concerned with this new policy that it is too easy to take advantage of sellers like me. I understand why EBAY is doing this but I can't absorb losses if buyers can just return items with no repercussions on their end.
My question is regarding Global Shipping. I use Global Shipping on all my items. If I list something with a free return and a buyer overseas wishes to return something will I now be responsible for the overseas cost as well as the cost from EBAYS's facility in Kentucky or will the buyer have to pay the pay the overseas cost and I just pay for the return from Kentucky?
If I have to foot the entire bill for an overseas return I will have to decide to either eliminate the Global shipping or the free returns.

The GSP doesn’t handle returns. If you accept returns, the buyer ships the item back to you. It doesn’t stop in Kentucky first. And you wouldn’t have to pay for international return shipping unless the item is not as described.
