I had a package being sent to Canada from California. It was going through customs then said it was out for delivery but back in Glendale Illinois. Now it’s waiting for pick up in Illinois at the eBay hub.
im beyond **bleep** off now knowing there are bunch of other people this happened too.
im trying to get it sent to me and no one’s helping **bleep** eBay

A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

The buyer probably had not counted on having to pay duty and/or GST and a customs clearance charge, and refused the shipment.
Since this was an EIS shipment, you will not be charged for the refund, and will not receive the return.
Same situation if it was damaged in shipment

So the seller is covered... meaning, the seller will be paid for the item shipped. If correct, the OP is gold, no? 🤔

It arrived at Glendale initially. Was inspected. Left Glendale. Seller is in the clear.

It sounds as if this was sent through the ebay international shipping program so it should have gone to the ebay hub and then through customs not vice versa. Is it possible to post the tracking information here and black out any personal information? Or post the tracking number?
