I have a difficult situation.
Route of parcel: Japan - China, seller chose a FedEx
The item price $60. The shipping price $18 - I payed!
Several days have passed, the parcel has stopped and FedEx needs to be cleared by customs...
When I enter a shipment number, the FedEx website says: "A Personal Effects form or self-clearance is required. Recommended action: Shipper OR consignee must provide a country specific form OR self-clear shipment."
The seller sent his sales document (he is a legal seller, he has a digital store). I also sent a screenshot from PayPal.
It turned out to be not enough! And Fedex demanded money from me for customs clearance!
I talked to the seller and he agreed to pay customs!
After Fedex came up with a new excuse, so that my address must be is legal! And Fedex says that he cannot deliver to the address!
My address in China is a "forwarding campany". Their task is to take the order under the door and deliver it to me!I do not consider myself guilty and completely trust my "forwarding". I'm and my "forwarding campany" can't do anything or influence, while the package is in the Fedex hands! I am only responsible if the parcel is durable in "forwarding campany" hands!
FedEx also requires a Chinese phone number, but "forwarding campany" not obliged to answer the call. (It may seem strange to you, but I am not responsible for it and can't influence).
It doesn't seem to you that FedEx overdid it and violated your authority! Again re-read the quote from the FedEx website. "Shipper OR consignee must provide a country specific form OR self-clear shipment."
FedEx wants too much! Even after the seller agreed to pay customs. My only entry is to make a return, which in fact is "I don't received it". And FedEx requires to pay for this return! Unscrupulous!
The seller and I tried to convince them that everything is in order and the address is correct. But Fedex remains in position, quoting their last messages:
"Yes, I have tried to add the local area code to the phone number before, but the call cannot be connected.
If I can’t provide the receiving company’s information, I really can’t help the recipient handle the package.
The company’s accurate information and the corresponding credit code are like the full name and identity number of the individual, which must be provided by the customs. I have said many times that the customs clearance information required by the customs must be provided for package clearance. And finally, a interesting question. China really requires heavy customs clearance of items price about $60??? I'm sure the limit is much higher. And I'm being manipulated...
I right for a full refund $78? Or only item price $60??? Win or lose if I open a Ebay dispute?

You are in China.
You purchased from a Japanese seller.
FedEx is the shipper.
FedEx is refusing to deliver to the forwarding company (in China ? in Japan?)
And Fedex demanded money from me for customs clearance!
That's normal business practice for couriers like FedEx and UPS.
The fee is for their work in wrangling your import through customs. In Canada, the fee is around $25.
I talked to the seller and he agreed to pay customs!
Normally, the buyer/importer is responsible for his own nation's customs and sales taxes, not the seller.
So.
FedEx won't deliver because you are refusing to pay for their services.
If you want the item, pay for the service.
If you don't, the item is considered Undeliverable and the seller is not required to refund you, even when FedEx returns the item to him.
Since the seller has agreed to pay customs, your first step is to pay FedEx and the Chinese government what you owe.
Then you can bill the seller, using Paypal's Send Money service, for these import fees.
Then he can reimburse you.

As far as I can see, China is a country with no Rule of Law. (Viz-- the Two Michaels)
The bureaucrats make the rules to suit their mood, the phase of the moon, and whether they need a Snickers.
So whatever the Chinese customs department says on their website, the bureaucrat looking at your import may just be winging it.

I am not in China and did not choose a home address because the seller excluded my country from the shipping list. It is also the only item from the seller that I need. Ebay is not forbidden to use any country shipping addresses!
$18 - I payed for FedEx shipping! And if the seller agreed to pay customs clearance, why should I pay extra, it is not clear what??? I was cornered! The only way out is to return...
