Fast N Free is not something that a seller chooses to put on their listings. eBay will put that on your listings if you offer Free shipping, and if eBay's own estimated delivery time is within 4 business days. Thus, it is possible for a listing to show Fast N Free to some buyers, but not to buyers who have a longer estimated delivery time.
Your Free Shipping listings are already showing Fast N free. It's not clear to my why you would exclude Alaska and Hawaii, since you are offering USPS shipping which doesn't charge a surcharge to those locations. THey would be Zone 8 postage, the same as if you were shipping to Los Angeles.
