Excluded locations gone?? Rate Tables?

I apologize if this is already covered but I didnt find it. 

I just put up a listing and on most of my stuff I ship for free with some excluded locations for bigger items (AK, HI, PO, APO etc)  Now that options appears to be gone?  Now a rate table options shows up but I have no idea how to use it. If I dont select "other" does it block those shipping locations? I dont not appear to when I click on the shipping tab of the listing.

Just a little update and I would like to know if this has happened to anyone else. Most of my listings have free shipping. On larger items I exclude AK, HI, PO, APO, etc. 

I noticed I didnt have the option to exclude yesterday on an item. 

Called ebay just a few minutes ago.... well he showed me where it was, it moved under *see all options* in the shipping section. OK, no biggie, I found it. 

What is a big problem all of my listings that had excluded shipping locations no longer have them. **bleep** EBAY????  So now I have to take more time to go back and revise all my listings again because you erased that ways I had it saved??

Anyone else run into this?  Clearly I dont have anything better to do than go back and rework stuff that was already done.

Another update...

I was told on the phone by ebay rep that if I use the rate table and under standard shipping options, which is how the shipping in the listing is described, and leave the locations unchecked it will not allow buyers from those locations to purchase. That in fact is wrong, they can in fact still purchase. 

No one has replied here from the community or ebay.........

Am I seriously the only one dealing with this?

After going through some of my listings this morning the issue only seems to be with recently listed items where the excluded locations was removed.

I have seen a few posts from others who had the same problem but I haven't run into it yet.
