The seller offers international shipping. Ebay informed me that I will get a refund because the item cannot be shipped internationally. I contacted the seller and he says that he offers international shipping and has already shipped the package. Ebay hub informed him that the package will not be shipped and that I will get a refund. What is the reason for this?

Sounds like there are regulations preventing eBay from forwarding the package; the item is restricted to Slovenia.

If the seller shipped the package to the eBay International Shipping hub in the US and they cannot forward it, then eBay will refund you and the seller is not involved in that process.
