   Ebay says wait until delivery date expires (8th August) then seek refund from seller!

   Interesting how ebay provide the service and obviously make money out of that service

   but   take no responsibility for delivery.  Ebay where it is every ones fault but theirs.

When you made your purchase, you saw that the last estimated delivery date was August 8th.

Evidently, you didn't mind waiting til August 8th, or you would not have made the purchase, right?

eBay doesn't deliver your package, the delivery company does. And if you do not get it by August 8th, you can open an item not received case on August 9th.
