Just curious, If i sell and item to a buyer and when usps delivers, the buyer refuses the package and it gets shipped back to me, there is a cost for that return on my behalf? Or does no one, neither me nor the buyer get charged when a package is returned via package refusal?
Hasn't happen to me, but just very curious. Anyone knows from experience?

If the item was shipped First Class or Priority, return shipping will be at no cost. If Parcel Select/Ground or Media Mail was used, you will have to pay the shipping cost (postage due) if you want to retrieve the package.

I have been told if buyer refuses delivery they cannot file for a refund. I had one keep an item 3 weeks and I agreed to a refund if they paid to ship it back. instead of paying they wrote refused on the package and somehow it was returned to me. No additional cost to me but they paid nothing. Package had been opened and resealed. Ebay did not refund their money or charge me
PayPal will refund the buyer if that’s how the buyer paid. Credit card chargeback would also be lost & cost the seller an another $20.

Domestically, USPS for first class or priority will come back to you. Internationally, I don't know for sure. Years ago I had items never collected from customs retrurned to me at no charge.
UPS - domestically I don't know, but international? You're paying for a return if you want it back. Living the nightmare right now.
