Do Freight forwarders repackage items before reshipping?

I recently sold an item which was sent to a freight forwarder in DE. The customer lives in China. The item was packed carefully but was scratched upon arrival. Do forwarders open and inspect boxes before shipping overseas? I’m wondering if this is how the item was scratched.

I want to say no, but I try to avoid forwarders, and I suspect that they don't all work the same.  That said, customs entry with the country receiving the item could have opened it for inspection.

 

I'm guessing the buyer wants something done about it?

It shouldn't  matter  because eBay MBG says 

Exclusions and special coverage when the item doesn't  match the listing> Not covered> The item was sent to another address after original delivery>The buyer used third party freight forwarding or mail redirection

 

If it's  scratched then it's not as described and according to eBay it's  excluded from MBG because a freight forwarder was used. 

If they file a return you should contact eBay and ask them to close the case because the item was forwarded to the buyer after the original delivery .
