I send an eBay item to buyer. The tracking number, which the buyer has, clearly shows the package is in transit. The buyer filed a dispute for a item not received. PayPal has frozen the money ($500.00) in my account. Why would ebay/paypal allow a buyer to file a not received dispute when the item is in transit?

Once the package is scanned as delivered does that automatically release the funds or do I or the buyer have to initiate a process within the resolution center?

Once tracking shows DELIVERED, upload the tracking number into the case.

If the final day of estimated delivery period has past eBay permits the buyer to open such disputes. Because of the current pandemic, eBay has announced allowances for shipping delays so there is a chance that eBay allow more time since the tracking shows that the item is in-transit.
I believe that PayPal has always allowed the buyer to open INR disputes long before the end of the estimated delivery period. I haven't heard of what type of actions, if any, regarding the current virus situation so I'm not able to advise about the PayPal issue.
