>order item from ebay, I remember the seller having loads of reviews
>final delivery date, the item hasn't arrived (it is Sunday however)
>notice the sellers account is no longer registered on ebay, and apparently only has 2 reviews of which one is positive one negative (negative one never received item)
I did receive tracking number, but on ebay it says the item never even went in transit. I paid with PayPal. Is there sill hope I get the item or should I file a payback for getting scammed? I'm assuming the seller was either a scammer or a user who dropshipped and got banned. I wouldn't mind but it didn't even go into transit...

You have 30 days from the last estimated date for delivery to open a Not Received dispute.
Ignore the phones, they can't help.
You want the automated Resolution Centre at the bottom of this page under Help and Contact.
If the seller cannot prove delivery (not shipping , delivery) you will be refunded.
If those 30 days have elapsed, go to Paypal.
Their Resolution Centre is at the top of your PP account page under Activities.
You have 180 days from payment to open the dispute.
And again,
If the seller cannot prove delivery (not shipping , delivery) you will be refunded.
You are also covered by the credit card you use to back your PP account through their chargeback program, but card policies differ. Just phone the 1-800 number. Most also have online automated services.
or a user who dropshipped and got banned.
Dropshipping is allowed on eBay. "Arbitrage" is not.
Dropshipping is not a good business plan, but it is allowed.
