That means just what it says.
Each day when the mail is dispatched from the Post Office a "scan" is made. Any items that were accepted between that scan, and the previous "dispatch day scan" will show as "departed from the Post Office".
Next scan should be "arrived at", or "processed through" some regional facility, but sometimes scans along the way are "hit and miss". May not get another scan until near the destination.
