Is there a way to verify an item is able to be delivered to location, some trucks don't go down roads due to being too narrow and don't want to buy something and it get returned because it can't be delivered

I'm assuming you're asking the question as the seller.
Buyers supply their shipping address and it's assumed that it's a valid address. As long as tracking shows delivery (or attempted delivery) to the address on the order, you have protection.
There are instances (rare) in which an item may be returned and in those cases, the ethical thing to do would be to issue a refund for the item price. Shipping can be deducted since that's money you spent to send it and any fees you may have incurred and not got credited can be deducted.

Well first - how big is the item package that you think it might be a problem?
Secondly it would be helpful if you were more forthcoming in what you see the problem to be. Otherwise the best we can do is guess.
If you are the seller then I would suggest asking the buyer if they have any problems. They would know more than we.
If you are the buyer and it is coming USPS then ask the post office. If there is a problem based on the size ask if the PO can hold the package for pickup.
If it is coming UPS or FedEx they have drop off points at various locations where you can pick it up.

Do you receive mail regularly through the USPS? If so, it seems like you'd be good. What are you contemplating buying that might be a delivery issue?

With 2 selling accounts with well over 10, 500+ feedbacks mostly as a seller, I have NEVER had an item NOT delivered due to narrow roads, etc. Never. The folks that live on these narrow roads know to pick up their box at the post office. I live on a hill and if the mail truck or UPS truck can't come up the hill due to snow, they will make it the next day once the road is plowed.
