As a seller I have been notified by buyers that two collectable fgures that left in mint condition arrved via the ebay global shipping program broken.
one of the two buers mention that 10% of his international purchases arrive broken.
The other item is the same situation differnt buyer via global shipping.
I have three sales waiting to shoip via global right now and I'm more than a little concerned. How do I open a case with global shipping as the seller. It wasn'tmy fault.

You would need to contact ebay and ask specifically to speak with the Global Shipping Team.
No one else at ebay will be able to help.

I believe the buyer would have to make a return request for item being damaged. Read thru this and see if maybe it may help.
