Credit from USPS for labels

Hello,

I am new to EBay and on October 11th I printed extra labels and am still waiting for credit.  What can I do?  I did receive email from USPS to wait 3 weeks.   It's been almost 7 weeks.  Phone number of who to talk to?

Did you actually void the labels?

When you void a label, you get a confirmation email from ebay telling you that "You submitted a request to void a shipping label for the item below. USPS is processing your request now.

If the USPS approves your request, the postage value, including the cost of insurance purchased with the label, will be returned to your original payment method in about 15 days, or 21 days if you voided a Media Mail or Parcel Post label." 

But when the credit is issued, you don't get a similar email telling you that you received the credit. You have to check your account to see it. 

I requested a credit for a voided label on Feb. 26 and the following image shows the credit to my ebay account on March 8.
