Go to your account settings and make sure "Carrier Specific Discounts" is not checked if you don't want your customers being given your discounted rate.
I'm not the only one as I've spoke with others regarding this same issue. Ebay seems to have gone in and choosen "Give Carrier Specific Discounts" in our account settings... This means your customers are charged your cost for shipping. I just got ready to print a label where this happened. The buyer was charged $7.52 which is my cost. Not a huge issue but then I lost $0.75 in final value on shipping fees!!!! So it just cost me to send the item!!! I should have had a profit of $1.48 instead I lost $0.75...
I find it very wrong that ebay chose this for me. As, I didn't even know such a discount existed until I was told.
Do keep an eye out on your shipping preferences!!!! Don't let this happen to you! I don't sell much... Just here in there, but can only imagine that if you sell a lot!!!
I was refunded the final value fee... But was told it must be a "default" setting... Nope because other people are just now finding it too....
Check our account settings!!!!! Spread the word!!!

Thank you for pointing this out!!! Mine was "on" but only for FedEX shipments which I've never used. If I had though I'd have been in for a big shock as I'd set things up for FedEx as an alternate for larger items where USPS shipping can be much more. I had never authorized the discount though.
