I started a return. I received an email that it was approved and I needed to print a label. Upon doing so I first had to log into Paypal. Why do I need to log into Paypal to print a label?? Secondly, just before you finally get to the button that actually does what it says (print a label), it says this: "Print a return label and ship the item back to the seller by May 08, 2019. You'll be charged US $65.90 through PayPal if you use this return label.". Why on earth would I be charged for using this return label? This makes zero sense.

What was your reason for returning the item?
The only time a seller is responsible for return shipping charge is when a case for ITEM NOT AS DESCRIBED/DAMAGED has been opened. For any other reason, BUYER must pay return shipping.

Pack it up and go to www.paypal.com/shipnow put in the info on the package (address, weight, size, destination) and print your own label. Keep track of the tracking number and enter that in your case. When it is delivered you should get your refund.

You are charged for return shipping because that is the policy, typically, for returning an item. That is, you can return the item, but you are responsible for return shipping.
Now, that said, on eBay, if the seller makes a mistake then you are not responsible for the return shipping - the seller is supposed to pay. Examples include:
Even if I had to pay for return shipping, that should never amount to $65.90 and I am certainly not going to pay $65.90 to return an item that I paid $64 for including shipping.
It could be a heavy part, or a part that fits in box that is greater than 1 cubic foot ... either/both can lead to big shipping charges. The PayPal link above is a great option ... you might consider using a Priority Mail flat rate box or UPS if it is heavy. If the dimensions of the box are more than 1 cubic foot, see if it will fit in a smaller box ... if it won't fit in a box less than 1 cubic foot, ship as a USPS Parcel.
