I can't seem to find a thread that addresses this insurance issue. I know how to cancel labels, but I want to be sure that once I cancel order 1, I will be able to combine it with orders 2 and 3 in a way that I can insure the shipment for the total value. I seem to sometimes have trouble getting orders to combine.

If the buyer used separate IDs then you cannot combine. If the buyer checked out using eBay International Shipping you cannot combine unless the system automatically does it.
If this is a standard sale and all purchases are going to the same buyer at the same address that checked out using the same ID, then you can combine.

If you can combine the orders you will see on the top left of the page something that looks similar to this. Click on it. The orders will automatically combine so you can enter package info for the single package, and the tracking will automatically update to all orders.
While you can purchase a label for one order then manually upload tracking to the second order, I do not recommend that because it increases the chance of human error. Often buyers will check out as a guest with one single character different in the IDs and it's easy to miss.
Using bulk shipping, the system will tell you if you can combine or not.
You can set the insurance through options on the bulk label page.
Even though you know how to void a label, I'm adding some general info for anybody else that finds this discussion and has similar questions.

To reprint a label purchased through eBay (or download a copy of a QR code through the reprint function), go to this page, find the order and select Reprint from the Actions drop-down. The reprint option is available for 7 days.
To void a shipping label purchased through eBay, go to this page, find the order and select Void from the Actions drop-down. The void option is available for 5 days.
It takes between 2-4 weeks to receive a refund on an unused, voided label. You'll see the refund on your original source of payment (bank, credit card, etc) and the funds will appear in your account without an email notification.
Printed eBay Standard Envelope labels are non-refundable and cannot be voided.
eBay International Standard Delivery labels are not charged to your account until they are used, so there is no void option.
