Buyer selected Parcel Select, but it's not an option when I buy the label?

I've setup my shipping rule for this sale to include USPS Parcel Select.  The buyer selected that as his preferred shipping option (I am providing free shipping), but when I go to buy a label, it's not in the list of available shipping options.  Why is that?  The package is not very heavy or large, so I'm confused as to why it's not being provided as an option for me.

eBay has decided to phase out access to Parcel Select Ground labels, even though USPS has made no changes in their services or policies, and it's offered by all other online postage sellers including PayPal, endicia, stamps.com, etc.  You can purchase Parcel Select Ground postage through PayPal at

www.PayPal.com/shipnow

But do compare prices before you do that.  The shipping calculator in eBay listings defaults to show the retail price for Priority Mail, which artificially magnifies the cost difference between Priority vs Parcel Select. For Zones 1 - 4, the USPS online price for Priority Mail is  less than a dollar more than Parcel Select Ground. If you're a TRS you get a 3% discount when purchasing Priority labels through eBay, which often makes it cheaper than Parcel Select. 

IMHO Parcel Select ground should only be offered when necessary such as for hazmat or Oversize packages (i.e., length-plus-girth above the Priority limit of 108 inches).

A bit off topic but I wouldn't offer Parcel Select. It's snail slow and often costs nearly the same as Priority Mail. The few extra cents can mean the difference between a package stuck in transit, leading to an INR and a happy buyer.

The same thing happened to me. Today. Regardless if it's slow or not, it is cheaper than priority mail and you cannot print it online with usps either.  So I guess perhaps ebay shipping is going downhill just like their app?! Very frustrating that I have to remove parcel select shipping from my almost 2000 listings, so many different weights and sizes so I can't do it bulk!

Ebay removed the Parcel Select Ground a little before Christmas.

You can still offer it, you just can't buy the shipping label on Ebay.

You can buy it on Pay Pal for the same price or just ship Priority Mail.

Thank you, excellent information!  I will check prices, and most likely print labels from PayPal.
