I sold a graphics card that is not functioning, listed under for parts or not working, and included in the description that the graphics card powers on, but does not output video. The buyer now requested a return due to the item not working. In the return details, they said the graphics card powers on, but does not produce video, as I had stated in the listing. Is this something I need to accept the return for?

Unfortunately, with this kind of case, the timing is against you. By the time you get a hold of someone to fight it your deadline will pass and you'll end up losing the card and your money. Best that you can hope for is to accept it and get it back and hope that you can resell it again. Next time put something in your title saying that is is broken. Many buyers do not read descriptions anymore, especially if they are buying from a phone.

Yes, if you want the item back before refunding.
Since the buyer has filed an INAD, if you don't accept the return, Ebay could refund the buyer from your account and let them keep the item.
Once it's returned and the buyer is refunded, you can appeal the case and report the buyer for abusing the MBG.
