Buyer receives incomplete order, Ebay can't locate Order #. Now What?

I'm not an Ebay user, forgot I have an account. So when I logged onto Ebay website I was excited I found the item I was looking for. I ordered it as a Guest, paid with personal cc. Item came 6 days later by USPS, but not with everything that I bought. Now the seller has closed that particular item, so I can't locate him. I wrote down his Name, his No. & Order No. but automatic Ebay inquires say Order No. doesn't exist. Can't seem to find any help.  No phone number to call EBay, Chat system goes in a loop and EBay not in service to get a call back. Now What??  Could use some help please. Thanks,

how did you pay was it with PayPal or a credit card.? Sounds like your payment source would have the order information on their end.

Does the email that arrived after the purchase show the Order Number? Or just file a chargeback with your card issuer with the reason Defective or Not as described to get your seller's attention for a refund/refund after prepaid return.
