I sent a buyer the wrong item. We worked it out via ebay messages that she would keep the original item and I would send the correct item (shopping tote bags - we aren't talking huge amounts of money here). She opened a return item case, so my payment from the original sale are "on hold" in PayPal. I keep asking her to please respond to eBay's Return Item message so the case can be closed, but she just responds to my message -"I've replied to you 3 times already, why do you keep asking me to reply?"

So, contrary to your thread title, the buyer IS responding. Sounds like you need to educate her that the resoponse needs to be in the dispute console and not via messages. Many members simple do not understand the difference.

Both buyers and sellers are being required to respond within the request console, even though ebay can read their communications in messages.
