I ordered 8 items from seller, but only received 4 items in 3 boxes (2 of them were strapped together so Fed Ex counted them as 1 package); a total of 2 packages.
Fed Ex shows my husband signed for 2 packages and we sent a picture to the seller of what we received (their request). But, the seller has told ebay that we have received all the items/packages. eBay has only to look at the Fed Ex receipts to see how many items were signed for and the size and weight received and compare that against our Purchase History. eBay ruled in favor of the Seller based upon. . . what? Not the delivery receipt from Fed Ex, for sure.
Any ideas on what our next step should be if eBay continues to be complicit in ~$650.00 fraud? Thank you.

eBay ruled in favor of the seller because they could provide a tracking number that showed something was shipped to your location. eBay doesn’t look at the weights etc. You would have the same result with PayPal.
You can get your money back by opening a return request with eBay stating that the items were not as described as some items were missing. If these items were separate listings you will have to open cases for each one that you didn’t receive. If the seller decides to accept the return rather than refund you for the missing items, you will have to send back the items that you received IF they were in the same listing but you should get refunded for them as well. eBay will require that the seller pay for return shipping. Are you and the seller in the same country?

You don’t need to call PayPal. Or eBay.
Just open the right kind of case with eBay. You filed an item not received case when it should have been a return request. Anytime you receive something, even if it’s not what you ordered or it’s not the entire order, you file a return request NOT an item not reference case. When you open the request, When asked for the reason choose “does not match the pictures or description”. You may have to return everything for a full refund.

Did you open an INR case or a SNAD dispute. Since you received something but not everything ordered the shipment was not as described so you should have filed a SNAD dispute.
