Buyer denied receive the item and post office returned back to me, what can do now can open a claim to me ?

The first question would be why was it returned. Did he refuse delivery? Or was their something wrong with the address?
Either way he does not have it so yes he can file an Item Not Received claim.
Your best bet would be to try to work out something before he files a claim as that will impact your eBay rating.
If there was something wrong with the address offer to reship it to the correct address BUT unfortunately you will have to charge an additional shipping fee as it was not your fault he gave the wrong address.
If he refused the delivery it would be nice to know why. In that case tell him that you can refund the cost of the product but not the postage as the post office will not refund it to you.
Now, depending on how savvy he is he could file an INR claim and get a full refund which is why I am telling you to try to work it out ahead of time to at least salvage something out of it.

Buyer obligations
Generally, the buyer is responsible for accepting the item when it arrives. If the buyer refuses delivery, their claim is not eligible for the eBay Money Back Guarantee.

Yes he can open a case but he will lose if he refused the package, failed to pick it up or supplied a wrong address as long as you shipped with tracking and any of the above instances are noted in the tracking details.
The right way to handle it is to refund the buyer minus postage when you get the package back.
