I had a buyer today message me saying they had provided me with the wrong shipping address. I checked the tracking number and it does say No Such Number, Item would be returned. I responded to the buyer saying once I received the item back I could do a partial refund minus the shipping as I did offer free shipping. The buyer responded saying they would pay to have the item shipped to the new address. How do I go about having the buyer buy a new shipping label and providing a new address. I thought we were only able to ship to addresses they have on File.

Send the buyer a paypal invoice for the shipping charge. Don't forget to add to the invoice the 2.9% + 30 cents that paypal will charge you for the payment.

Yes, it should but with ebay you never know for sure.

Tbh I would buy one, and then invoice for the item. If you want to buy the label from the post, you can do it online and get the label printed. Or get it through PayPal (https://www.paypal.com/us/smarthelp/article/FAQ3852)
What I would do is request a payment on there too if your buyer has PayPal. I would assume that @alcoforever is only referring to the charge if the buyer selects "Goods and Services" for the payment option. And yes, that takes a small fee out

When you receive the item back you should cancel/refund the order. You can relist it and have the buyer purchase it with their correct address.
That is the only way I would do it and Ebay staff has confirmed that we should only ship to the address provided in the Ebay order.
