what can i do. i put the item on ebay for local pickup someone bought it and asked me to send it so i sent it to him and he never gave me back the money. an insult to me. I have never seen such a dishonest person.

Are you saying you shipped the item without getting the money for shipping BEFORE you shipped?
Well, hummm. Not the best way to handle that as you found out.
It is like loaning money to someone you have never met. Not a good idea.
If that is not what you did, could you explain a little better what happened?

Take a Bayer (aspirin) and learn from your mistake (you will not be paid or helped by eBay) ...
you HAD several options...
1) Cancel choosing problem with shipping address and relist with shipping options... tell the buyer to repurchase with shipping.
2) Cancel choosing problem with shipping address and block buyer.
3) Have the buyer provide the QR pickup code and scan on eBay; receive payment for shipping using PayPal (or other payment method) before shipping the item. There can still be issues if the buyer wants to scam you.

While you've learned to not do this again,
Have you messaged the buyer through ebay?
Have you sent the buyer a paypal invoice?
You have the buyer's address, send a professional businesslike, NON PERSONAL invoice in the mail, complete with address to send payment, email address to send PP payment. Mention to buyer that you may be contacting local court to file against them, which will add court fees, costs, and punitive damages. Make sure you know when filing what costs/amounts you can add/request. You'll need PROOF that buyer agreed to pay shipping. I suggest 'googling' collection letter format to get some idea.
Research buyer's local magistrate court address, and file.

While the buyer is a dishonest person, you are too trustworthy. Do you go to the store and they let you walk out without paying for your purchase? No they don't, you should act like that. No money, no item.
eBay has its own internal mechanisms for this to work, and we pay them a fee to do so.

I don't see a cash on pickup option, so I assume the buyer paid $20 for the item through eBay but stiffed you on shipping. Look at it this way: $20 covers eBay fees and offsets part of the ship cost, and you got rid of something the wife wanted out of the house.
As others said, there's nothing eBay can do and not much you can do when you work outside the eBay system. You can send an invoice and try to get the buyer to pay, but if you came across a numpty there's not much to be done that wouldn't require a lot of time and effort that far exceeds the ship cost.

I did some searching on Terapeak and this listing does not come up. That means you probably accepted a "best offer" and the buyer never paid, not even for the item cost.
Best thing you can do (in my opinion) is minimize your losses. Since there was no payment at all, cancel the order to get your eBay fees back and give the buyer an unpaid item strike.
