Bargin Completed with Customer over lost package

Recently a customer bought 2 items from a variation listing of mine. A few days later, after I paid shipping for the items, I brought both packages to USPS. After a few days the customer messaged me about not having recieved one of the two packages they ordered. So I went back and after taking a look at my reciept I noticed both packages I sent had the same shipping number/label posted on them. Now after contacting the cutomer futher it seems that their package has and will not show up at any time soon. The next thing I did was kindly offer the customer a refund for their purchase if the item was not recieved by today. The customer agreed, but today instead of a refund the customer wants me to send them another item from the listing of equal value/weight.  Is this okay to do and what would i do to ship that item. Would it be okay if I just label the new package with the other label I created before but did not use?

If I understand your post, you inadvertently put two identical labels on two separate packages and now one is probably coming back to you?
 
You still actually have the correct label?  Probably too late to reprint it if not and probably too late to ship it (I think they are good for 5 days or so but I am not entirely sure - I'd probably try anyways).
