Ask for refund or wait?, status of item is shown as "tracking provided" for over two months.

Hello.

On 5th of March i bought a retro computer from a seller in the UK and the item was to be shipped to the Canary Islands. Tracking number was provided on the 8th of March and estimated delivery was 12th to 25th March, but the tracking status has not changed since then.

I contacted the seller to ask him if he had another tracking number or had any other information about the shipment and if this was due to the COVID-19 situation. He was very sparse in his reply an said that it probably was due to COVID-19 and had no further information about the shipment.

Should i ask for a refund or wait?,  i used Paypal and as far as i understand Paypal has a 180 day window to ask for a refund?.

I don`t want the seller to be out of pocket and if i get a refund and the item arrives later can i ask the seller to send me an invoice so i can pay or do i have to send the item back?.

File the claim before your time expires. Even though with the corona virus international delivery has been delayed eBay hasn't changed the rules. If it shows up you can always apologize and repay the seller, but for now cover yourself and file an INR claim.
