Yes, they are.
Pre-recorded DVDS are eligible for MM. Blank DVDs are not.

It was sent out to post offices so their employees would be able to help customers with questions on Media Mail. Everything on there as far as I know is still current information.

Either one. If it's a DVD with stuff on it, it can go MM. Only blank ones cannot.

If you don't trust any of the information here, you can simply go to USPS.com and do your own search for this information. It would be part of what they call the DMM [Domestic Mailing Manual].

Yes, commercial DVDs - just like commercial records and commercial CDs.

One thing you might want to consider. MM is low priority with USPS. With the current USPS slowdown troubles and depending on which hubs your item will go through, it may take quite a long time for your item to get to the customer. Just sayin'.

DVD's yes, Video Games no (just throwing that out there as an added statement)

false. I ship mostly media mail, everything arrives on time or before expected date.

I'm not sure your limited (in relative terms) personal experience can be extrapolated to draw that conclusion of the general postal situation across the country right now.
I order quite a bit online from a number of different online retailers and everything has been on time or early--including eBay purchases. So does that mean all the buyers and sellers who have posted about delays in USPS delivery are lying?
C'mon.

shipping for over 20 years, never had a package lost, and 99% of packages arrive on time. It's not that ALL packages are delayed, cause they are not, the volume of packages that go through USPS (as well as UPS, FedEx and DHL) are huge, especially since COVID, the delays are from backloads as they are still delivering packages from months ago, especially overseas in/out shipments. General services are now running much better then they were. Yes, some packages do get delayed, mostly cause they route wrong, wide up on the wrong truck and deliver to facility half way across the country and then have to be routed back is typically what happens, and you can see that in the tracking. Media Mail is generally delivered within 3-5 days - 6 if weekend comes in somewhere in that.
