Whichever smart alec suggested centralised eBay delivery is slowing down the already tortoise speed eBay speed. And eBay jolly well work on your customer service, what if within delivery date seller do not response and you are uncontactable?

my address is in Portland Oregon.
Even from outer space, Moon would have arrived long ago. I dun even have a tracking number and the expected arrival date is 28th July. What kind of joke is this? Even if now is the era of the 19th century would have arrived.

There is no such thing.
I would never have bid that high on an item offered by the latest newcomer, I never trust a new seller with more than about 30$ shipping included.

Hardly, some say you shouldn't pay more than the number of feedbacks your seller has.
I would get ready to open an Item not Received case on July 29th and escalate as soon as ebay allows you to.

eBay is not Amazon. eBay does not ship anything. There is no centralized eBay delivery.
USPS First Class Package is for packages up to 15.99 ounces.
Your estimated delivery date is July 28. You posted this on July 25. What exactly is your complaint?

So why did you bid on the auction at eBay? You should have bid on the auction at Amazon, so that now you would have gotten that vaunted Amazon delivery.

The estimated delivery date which is provided by eBay is based on the seller's handling time when they set up of the listing, history and the shipping service. The seller might have a 3 day handling time - which is totally acceptable.
Comparing eBay to Amazon FBA doesn't cut it. Comparing eBay to Amazon FBM (filled by merchant) might be a bit more accurate. There are plenty of merchants on Amazon that fulfill their own shipping and you often see them with longer delivery dates rather than the 2 days that's common with Amazon fulfilling/shipping the orders. I've also never received an Amazon FBA shipped any other way than Priority (which I pay for with my Prime fees)

Every listing on Ebay has a delivery range. If it won't come soon enough find another listing. Unless you're buying insulin (which isn't allowed for sale) then I don't understand the rush?

eBay doesn't ship anything, so how could their delivery be slowing down? There is no "centralized delivery", unless you're talking about the Global Shipping Program, which is only for items being shipped outside the USA. Do you understand that you're buying from individual sellers, not from eBay?
I'd love to know where people get this stuff.

I kinda agree with the OP.
As both a buyer and a seller I have noticed that eBay purchases take much longer to arrive than they used to.
As a seller, I suspect the reason is that so many sellers are now opting out of TRS since the discounts were significantly reduced. I know I did.
So like most of eBay's recent "seller improvements" the TRS discount changes are backfiring.
Sellers aren't breaking their neck to get their sales to the PO like they used to. But since that expectation has already been set, buyers like the OP are disappointed and making up their own theories like "centralized eBay shipping" or whatever.
To the OP- IMHO at least you're not wrong. You'll have to rely on the estimated arrival date to anticipate getting your purchase from now on.

I do understand your point of view. But have you calculated the number of days before you tell me all these. If delivery is plus minus 5 to 7 days on First Class delivery I more than willing to accept. I am sure the seller is up to some tricks. And guess what just came into my mailbox?

Okay- so tracking is for the benefit of the seller to prove that buyer has received their package. If this guy has no tracking information loaded then he really screwed himself.
on July 29th file an Item Not Received report. Also Save that seller message.
Since the seller has no tracking and has admitted in eBay messages that your package has gone to the wrong address, eBay will step in and you will get you $ back.
