what kind of **bleep**ty policy does ebay have so it allows some sellers to list digital products (game cards, game codes, software codes) and other users get suspended accounts ?
the support doesn't even allow to make a complain or a report for some digital listing.. they just close the chat and tell you to move on..

Because “some sellers” listings haven’t been reported yet.Feel free to report those listing you feel are violating eBay policy by clicking “Report this Item” in the listing.
Or they are authorized by the manufacturer to sell them, or they own the rights to resell and eBay approved themDigitally Delivered Goods Policy
Just because you bought it, doesn’t mean you own the rights to sell it.

Because they haven't been caught yet.
Why do some drivers get cited for speeding but others don't?

You can make a complaint by going to the listing and clicking on "Report this item".

They cut off communicating because it is wasting their time and your time. eBay does not owe an explanation as to why. It is already spelled out in the policies.
You can report sellers listings but that is another waste of time. Sell the items elsewhere.

Like others have posted, those people just haven't been caught yet. They are also setting themselves up for potential lawsuits, as they don't own the rights to those items either. You're better off selling something else avoiding all the hassle from Ebay and the legal risk you are taking as well.

They have this kind of policy: "Sellers need to be eBay approved to list electronically delivered items outside of the Everything Else > Information Products category"

eBay has an established way to report a listing. You do this from the listing itself, not by calling eBay.
