what to do when a bidder is a scammer and u know it before auction ends

i am selling a phillips Norelco 13 piece multi-groom and the bidder is a scammer the created the account two days before bidding the have no info about them selfs or anything they have sold and purchased and already asking for a refund before the auction is over how come i can't alert ebay or ask them to look into a buyer who is obviously a scammer..

any info would be greatly appreciated......

New users aren't always indicative of scammers. 

 

Are you sure they're asking for a "refund" or are they requesting that you cancel their bid? 

 

If you don't want to sell to that person, cancel the bid and put them on your bbl (blocked bidder list). 

 

to cancel: Canceling bids placed on your listing.

Don't exactly understand the issue -- new buyers sign up every day.  What makes you believe the bidder is a scammer when all he has done is bid on your item?  How could they ask for a refund before the end of the auction?  Do you mean that they asked for a reduction in price? Lots of buyers do this.   Not sure what you want to alert eBay about or to look into.  Again, where does "obviously a scammer" come from?  

Fifteen bucks doesn't seem like it would be worth a serious scammer's time and effort.

What would he use as reason for cancellation so that he doesn't get dinged?

Let the ding stand, I say.  If OP wants to pre-judge his bidders and allow only certain ones who meet his personal criteria to bid, then he must be willing to take the defects that follow the attendant cancellations.

Canceling a bid does not give the seller a "ding."  

 

If a seller cancels a transaction, they might get a defect point depending on the reason they choose.

Oh no! The seller should definitely get dinged for cancelling a bid for no valid reason! I was just giving the OP a way to avoid making a sale! 

 

Sheesh, @brenslon0 ! Are you not here to sell your items?!?!? You have an interested buyer! Embrace him!

Typically, at $15, there isn’t much meat on the bone for a scammer. 

You’re new (on this account) to selling. Maybe you and this buyer can learn together about the process.

not new to selling on ebay but i have figured out a reliable way to make sure that 1. the buyer is a buyer not a scammer and 2. i now protect myself and the buyer 

i message the buyer and talk to them and tell them how i do things and if they don't like it buy it somewhere else then once they pay ebay i wait until i'm paid before i ship said product and so far it has stopped all false bids,scammers,and invalid offers it works for me because i am patient and i want what's best for me as a seller and i want what's best for the buyer 

most people do not take the extra time to protect them selfs and the buyer i do and i have not had a problem since i just got a fake offer today and i refused it because the buyer just created their account today and when i ask simple question they would not respond i believe with patients and properly vetting a buyer its became some what safer but i guess i will see what my ebay future holds............ good luck

so I am curious do you sell anything on ebay? cause I took a look and you have 0 things for sell and i'm sure you will be unpleasant in your response to this as well but that buyer i was writing about well he turned out to be a great buyer but just today I got an offer from account started today and of course it is a scammer no question about it. I guess it happens like that some time as a seller you have to protect yourself and your buyer in my opinion i'm sure you do not agree, but i really don't care cause i know for a fact you are not gonna buy from me and i cant buy from you so this has been a wonderful waste of time for us both hope you enjoyed it and your opinion it real means nothing to me personally so I will go back to the amazing day i'm having and never think of you again....
