Basically no.
But if you foolishly used some eBay options- like Reserve or Design Template or SubTitle- those fees are non-refundable.
And those options are also useless.

If you chose to set a Reserve price on your auction, then if the biding doesn't reach the Reserve there is no sale and thus no final value fee. However, the fee for placing a Reserve on the auction is not refundable; it is charged whether the item sells or not. So most sellers just start the bidding at the minimum amount they'd be willing to sell for.
Your current auction-format listing does not have a Reserve price. So if that auction gets just one bidder, it will sell for 99 cents and you will be expected to ship it as soon as you are paid.
If you are not willing to sell the item for 99 cents, you should immediately revise that opening bid amount.
Also: The "Buy it now" option will disappear as soon as the auction gets its first bid.
