Alas, eBay has no rules to stop it, and eBay does not punish buyers who build up alarge numbr of unpaid item strikes.
However, individual Sellers can set up their Site Preferences to block bidders/buyers on the basis of their strikes; they can block members who have as few as two in the past 12 months.
Some sellers don't care how many strikes a member has, because all of their listings are fixed price with "Immediate payment required."

the blocks against buyers do work,it is important to use them and its also very important to follow thru with a NPB
the proof is in the pudding,it sure is and you can see just who is trying to get at your goods while not paying others.the buyer block activity list is long for me,10 pages at least of bidders who have been blocked from my sales.some people think the list is a myth but its not,you can actually see who has been repelled over and over again,look at yours in the future and you will see its working

I just thought some people might be interested to know that the last 60 days has produced a lot of buyers trying to get my goods.241 bids were blocked in just 60 days,many are from the same bidders who do not seem to get the message that if they are blocked they will be blocked on all of my listings.

I bid on hundreds of items a month. I have in the past bid more than once on an auction of a seller who has me blocked. I use a sniping tool so a lot of times I never notice that my bid failed. Out of the hundreds of sellers I bid with a month, it is challenging to check every single item if it’s one of the couple of sellers who have me blocked.
My blocks btw are from other members of my collectors club that don’t like that I can buy from them and resell. I have never done anything to a seller to cause a block for any other reason.

Wife, and I have added many ID's to our selling account BBL's.
I have checked the "activity logs".
Blank. Possibly because about 99% of our listings are fixed price IPR listings.
