I have some vintage toy guns but I see others that have a plastic lid on the tip of the gun and I do not have the lid for my guns. Can you still sell them or is that against the rules?

Sorry it can't be listed here..
It has to have the orange plug.

There is a federal law that prohibits the sale and/or shipment of toy guns that do not have the orange tip/plug in or on the barrel. Despite that there are 100's of postings of toy guns for sale on eBay that do not meet that requirement. While you could insert the plug it would probably destroy the vintage value of the toy.

Some seller just stick an orange wire nut in the end of them. You can get those in the electrical dept of any home center. However the rules say "permanently attached". But then how permanently attached can plastic to plastic be?
If you can find another venue to sell them it might be best like an antique mall or such. Most with play ware have little or no value anyway. A few do however.

Agree another venue would probably be a better choice for selling these. There is some irony in the fact that most of the higher value vintage ones are those that do not have the orange plug. Go figure on that one.

You can not sell antique cap guns on eBay unless there is a blaze orange plug permanently attached to the muzzle. This destroys the value of older cap guns.

have a 3" antique cap gun, ebay won;t list. refers to its policy on WEAPONS... yet there are similar cap guns listed with no 'permanently attached" orange plugs! Why the inconsistency in EBAY policy??????????
Please EBAY explain your inconsistency! None of the cap guns that do have an orange plug are 'permanently' attached. This hypocrisy is intolerable and yet, 'in your face' intentional confusion.

EBay is not going to catch every listing that violates policy but the eBay policy is in-line with the federal laws.

eBay has millions of listings and cannot examine each one individually. If you believe that a listing is in violation of an eBay policy, use the "Report item" link that appears in every listing at he far right of the "Description" tab.
