variations

I have several shoes with different sizes where and how do I list the variations ..

Colors, sizes, etc? Did the variations not pop up when you listed them?

The variations format isn't available in eery category, but it is available in "Shoes".  

On the listing form under Pricing, choose "Buy it now" format, rather than auction. Then the "Variations" header should appear on the form, just above "Condition." Click on "Edit" at the far right and you should be on your way.  I don't know whether this all works if you're on a phone or other device; you might need to do this on a real computer.

I found out you have to have a store to receive the option ..so I'm setting up a starter store

Stop !  That is not true!  If you are not seeing the variations option, there there is some other reason. I set up variations, and I do not have a store.

Where did you get the idea that you had to have a Store? In a post above, I provided a link to the main eBay Help page that's all about setting up variations format, and the word "store" doesn't appear on that page at all.

EDIT:  Well, I see that I am too late, and you now have a store.
