Have you signed up for Managed Payments, providing a checking account and your SSN?
Have you added a payment source to cover any refunds or fee's?

I've never been faced with your situation so I have no quick resolution.
Have you signed up for Managed payments with your checking account routing and account numbers ? You'll also be required to upload your social security number for income tax purposes.
I see your account hasn't been used much in quite a while according to your feedback..that could be it as well.
