I felt uncomfortable as think i was dealing with different seller. after thinking about it i feel is not allowed by ebay policies or am i wrong. however the 2nd time item was received question is all should follow the rules

No need to instruct the seller how to complete the transaction.
This is most likely why he refunded.
West Coast seller may have been involved with the fires/weather.

Did the listings have a shipping cost to your location? Or did it specify local pickup only?

Maybe the 2nd seller was just being nice to your complaint and said sorry to you about what that 1st seller did to you.
You did receive the item from the 2nd seller.
I do not think they are related.

As a seller on eBay, I am used to getting an order and shipping the item with no drama.
Perhaps by attempting to micromanage the second seller, you raised a red flag with him that suggested you might be a PITA to deal with.

Sellers likely looked at your feedback and saw your neutrals and negatives left for other sellers and chose to cancel.

There is such a thing as over sharing. There was no need to share that story with your second seller. All you did by doing that is alert your seller to potential issues with you as a buyer. Which likely caused them to look at your feedback left for others and they decided that they didn't want to risk you leaving a negative or neutral feedback on them. Just my observation. I'm making NO judgement on you as a member of Ebay.

Don't take this the wrong way, but there's no need to feel special about your feedback, as ALL eBay buyers have 100% positive feedback, sellers cannot give negative or neutral feedback to buyers. Unlike sellers, that they can get negative or neutrals, as you yourself have done numerous times in the past. The system is more in favor with buyers than sellers.
Looking at your feedback left for others, I can see why some sellers would not like to deal with you. You might want to reconsider how you give feedback.

Hey Texan Ron - don't worry about. eBay has your back when a seller doesn't ship - you will always get your money back via the eBay's Money Back Guarantee. The seller will receive a defect in their seller monthly evaluation - they get too many dings eBay will kick 'em of the selling team. Have had that happen on eBay and also on Amazon - just was a little disappointed but that's life in 2025 - Stuff Happens - just move on
BTW we are from Waco & Katy, TX, daughter and family live in Mineralwells just a short 950 miles from GA via I-20 - glad we can stop at the casinos in Vicksburg, Mississippi at the 1/2 way point - dislike the drive thru the D/FW stretch.

Always thought that leaving FB back was a voluntary thing that voicec the opinion of the sender and not the opinions of others as they see it and it doesn't violate the rules of eBay and maybe removed if it does. Guess if we can still read 'em + no foul.
Did notice in Texas Ron FB left we he had bad situation happen - delayed delivery - but gave the seller a Positive FB due to their communication aka top shelf customer service. A neutral FB does nothing to there FB rating and any neg left DOES not affect the sellers performance rating like it used too = no harm no foul in my book
Opinions are like navels everyone has one but there are innes & outies, left hand twist & right hand twist and some with lint or a good size cotton ball and some believe there opinion is the only one that counts - it takes all kinds to make the world go around.
Keep Truckin' Texan Ron - that's my opinion
