eBay, by law, now collects state sales tax from purchases delivered to about 43 states.

The buyer pays the state sales tax and eBay remits the money to the appropriate department in that state.

eBay's Final Value Fee is currently based on the price of the item, the shipping cost and the state sales tax, if applicable.

Beware.   Look for the following on your fees if you are a Seller.
      1. Final value fee charge is based off of the amount that the buyer pays even if you do not use eBay shipping label. 

           Example:    BIN $9.99.  S/H $3.19   Sales tax .77 = $13.95.  The sales tax amount is where the buyer lives at. 

                   Final value fee 12.55% of $13.95.   Which the sellers pays the $1.75 .

eBay charges a final value fee on the Shipping charges  anyway if you go directly to the post office yourself to pay for postage. They also charge the final value fee on the sales tax(buyers pay)  too in which sellers pays.

Is this a surprise to anyone? Fees are detailed in several locations in eBay.  

If you "go directly to the post office yourself to pay for postage", one has to assume that the funds you use to pay for the shipping are those you received from the buyer himself to pay for postage.  Example, I buy your widget for $10 plus $5 shipping.  I pay you $15.  You use $5 of that to (guess what?) pay for shipping.
