Is there any possibility to set a discount tag on price at "Starter" store type; and how to do it (step-by-step)?

If no, which store type offers such option?

ok, let me clarify with an example (check an image please). In other word,  I would like to set a discount as shown on the image (previous price crossed out).

From your marketing home page select promotion, then in the upper right choose create new promotion.

If you just want offer a straight % choose the last option - markdown.  Then follow the prompts.
